Adding a rejected membership application

I want to add a person who originally was rejected and since I've discovered is a valid application to our pickleball network. The message they get when trying to reapply is "You cannot join this network: Your membership to this network was declined"

How can I get them added?

Also, For our network you have to be a member of our homeowner association. Is there a way to make this verification easier in our network using the website? Right now I have to manually check a list from the HOA to verify them.
